From the Attorney General's Office, June 11, 1998: "I have reviewed the questionnaire you sent. Each question pertains to either an essay or question contest that requires any participant to pay an entry fee. Vermont law prohibits contests, give-aways, raffles, and games of skill or chance that require participants to submit any type of entry fee or service charge. I have enclosed a copy of Vt. Attorney General Rule, CF 109 for your convenience"
