On June 10th, I received the following letter directly from Attorney General Dan Morales himself:

"Dear Mr. Samwick,

Thank you for your recent letter. I appreciate you contacting my office in this regard."

"Please know, the role of the Office of the Attorney General is to provide legal counsel to state entities. The Attorney General may not give legal advice or a written opinion to a person other than one named as an authorized requestor in the Texas Government Code."

"In Texas, raffles may only be conducted by certain nonprofit organizations under the Texas Charitable Raffle Act, V.T.C.K., Article 179f. For your review, I have enclosed a copy of the statute along with a brochure that explains this Act. Violations of the penal code and other criminal laws are generally prosecuted by the county or district attorney in the county where the violation occurs. Therefore, concerns about possible violations of law may be directed to the appropriate county prosecutor's office."

You may reach the Library directly as follows:"

"You may also review Texas statutes on the Internet at the Texas Legislature Online website. You may reach that site at ."

"In addition, you may wish to consult with a Texas attorney recording your concerns. If you need assistance in finding an attorney in Texas, you may wish to contact the Lawyer Referral Service of the State Bar of Texas as follows:"
