"In 1978 a constitutional amendment that allows Missourians to participate in games or contests of skill or chance where no consideration is required to be eligible for a prize. Consideration is the easiest of the three lottery elements to remove from a game. Many fast-food restaurants offer no-purchase-necessary games in which consumers can stop by for game tickets that are free without a purchase. This removes consideration, which makes it a legal game. Contests in which the winner is determined on the basis of skill, such as writing or artistic ability, are legal."
