In a letter dated May 19, 1998, an assistant attorney general responded with a letter outlining
the Kansas laws concerning raffles, and explaining that for a raffle to be legal, their could be no
consideration (entry fee) involved. A copy of Kansas Statute 21-4302 dealing with "Crimes Against the Public Morals" (gambling) was enclosed. There was no mention
of essay contests or games of skill in the statutes supplied.
On the following day, the same
assistant attorney general wrote me a second letter which stated in part, "Kansas does not have any specific law that addresses the
regulations of essay contests except that it can fall under our definition of an illegal raffle or contest." It was, of
course recommended that anyone planning an essay contest consult with an attorney before proceeding.
