On June 25, 1998, a complaint analyst with the Consumer Protection Division of the Indiana Attorney General's office sent me a letter stating that they were referring my inquiry to the Indiana Gaming Commission. On July 30, 1998, the Gaming Commission sent me a copy of a letter that they mailed to the Attorney General's office stating that they were passing my inquiry back to that office due to the fact that the Gamming Commission's sole function is to regulate riverboat gambling! Comes an August 17, 1998 reply from the Constituent Services department of the Attorney General's office: "Our office received your correspondence regarding your concern with the Indiana laws on promoting essay competitions."

"Please know that the Office of the Attorney General serves as a legal counsel to state agencies and to certain elected officials. This does not include individuals or organizations. Although we understand your concern in this matter, our office is not able to assist you."

"May we suggest that you address this concern to private legal counsel for further guidance. We thank you for inquiring with us and regret that we are not able to assist you directly."
