On May 26, 1998, the Iowa Department of Justice, Consumer Protection Division responded that they are not permitted by law to render legal assistance and advice to individuals. They did, however, send me a copy of Iowa Code Chapter 714B, which covers prize promotions. There are no references in that section specifically mentioning essay or skill contests. Section 714B.5 does indicate that you may have to provide the Attorney General a record of the names and addresses of all winners of prizes of one hundred dollars or more.
