On May 22, 1998, I received the following reply from Zaida Birkhofer in the Civil Litigation Section of the Consumer Protection Unit at the office of the Colorado Attorney General:

"Thank you for your letter of May 12 requesting our assistance in filling out a questionnaire. I regret to inform you that because of the high volume of cases, litigation and investigations we are currently involved in as well as our shortage of available staff, we have neither the time or resources to answer your questions. I have, however, enclosed a copy of our Consumer Protection Act which I believe can answer many of the questions you pose in your questionnaire."
