In a reply letter dated June 26, 1998, an analyst from the Attorney General's Public Inquiry Unit recommended that I seek the counsel of an attorney, as "the Attorney General's Office is limited by state law to providing legal representation to state agency clients and government prosecutors only." The analyst indicated that Penal Code § 319 prohibits lotteries or raffles of any kind. She also added that "it is the opinion of this office that the essay contests it has thus far examined are lotteries under California law."
